11 to October 22, 2010 is being made second course for instructors of International Humanitarian Law (IHL) and standards public order, to where I was invited as a speaker.
The right to "make war" and the right "in the war" is the essence of IHL, also known as ILAC (International law of armed conflict) and is regulated in the Geneva Conventions, the and has multiple additional protocols in force today.
The course, sponsored by the International Committee of the Red Cross (ICRC) is being conducted in the High Command of the Army of Guatemala Education (COSEDE), and has participants from the Dominican Republic, Honduras, El Salvador, Nicaragua and Guatemala.
The course is designed to prepare military officers to disseminate the International Law of Armed Conflict in the armies that make up the Conference of Central American Armed Forces CFAC and promote the work of mainstreaming of IHL in the doctrine manuals of the hosts mentioned.
